Emir Necipoviç Necip tarafından hazırlanan ve 1968 yılında Moskova’da yayımlanan Uygurçe-Rusçe Luget (Uygursko Russkiy Slovar)’ın Türkiye Türkçesine çevirisi olan bu sözlük günümüzde kullanılan Uygur Türkçesine ait yaklaşık 33.000 kelime içermektedir. Türkiye Türkçesine çevrilirken madde başı kelimeleri Türk alfabe sırasına göre değiştirilen ve Türkiye’de çıkan ilk açıklamalı Uygur Türkçesi sözlüğü olma özelliğini taşıyan çalışma, Doğu Türkistan’da yaşayan Uygurların konuştuğu Uygur Türkçesine Arap ve Fars dillerinden girmiş sözcükler yanında Çince ve Rusçadan geçen kelimeleri de kapsamaktadır.
