Osmanlı Devleti çeşitli nedenlerden dolayı gerek Altın Orda'nın yıkılış sürecine gerekse de Altın Orda'nın varisleri olan hanlıkların (Kırım hariç) Ruslar tarafından ele geçirilmesine sessiz kalmıştır. Osmanlı'nın İdil-Ural'daki Türk ve Müslüman halkı kurtarmak için ilk adımı ise 1569 yılında yaptığı başarısız Astrahan Seferi'dir. Her ne kadar II. Selim, sefer öncesinde Rus Çarı'na resmî olarak savaş ilânında bulunmasa da, Astrahan Seferi'ni, ilk Osmanlı-Rus savaşı olarak kabul etmek mümkündür. Rus Elçi Raporlarında Astrahan Seferi adlı çalışma da işte bu konuyu işlemektedir. Çalışmanın temelini ise Çar IV. İvan'ın Osmanlı Devleti nezdindeki elçisi İ. P. Novosilytsev'in elçilik raporu ile IV. İvan'ın Nogay Ordası'na elçi olarak gönderdiği ve daha sonra Kırımlılar tarafından esir alınan S. Malytsev'in hatıralarının Türkçeye tercümeleri oluşturmaktadır.
