Benjamin Franklin'e atfedilen bir söz vardır: "Bu dünyada iki şeyden kaçış yoktur; biri ölüm diğeri de vergiler." Gerçekten ölüm bireyin kaderi ise vergiler de toplum olmanın getirdiği kaçınılmaz bir yükümlülüktür. Düzenli bir toplumu sürdürmek, yani devlet olmak bir takım masrafların yapılmasını gerektirir. Bu masrafların da karşılanması gerekir. Modern devletler bu masrafları en sağlıklı finansman kaynağı kabul edilen düzenli vergilerle karşılarlar.

Hukuk devleti ilkesi de vergi toplamak gibi kişilerin mülkiyet haklarıyla ve girişim özgürlüğü ile ilgili böylesine önemli bir faaliyetin güvenli bir hukuk düzleminde yürütülmesini gerektirir.
